If people remember back to the start of the Gatwa nonsense David Tennant's Doctor didn't regenerate he split in two, with the evil shitty part being Gatwa and the cool part being Tennant. So we have an obvious new Doctor ready to go now that Hollywood are stupid enough to have any number of projects failing with Gatwa involved. However, Tennant has addition properties he is working on and Davis discounted any return of Tennant as the Doctor.

Disney apparently have stated that don't want Davis back if they do fund a third season, which means a new show runner and infinite possibility. Naturally no one has asked the fans what they want, and I'm afraid that probably isn't Tennant yet again, especially considering his actions recently. Most core fans want the past two Doctors and their storylines erased from the show's history and a new Doctor introduced who is male, white, and is hetro or at least ambivalent sexually.

Personally I think they should can the show for at least five years, let the controversy die down, and then reboot with traditional Doctor Who values.
